Yes. The neutral route is basically the pacifist route in the way that you don't kill anything. The difference is that in the pacifist ending, you don't have to kill Asgore. In neutral, you can't spare him. Just follow the steps from the Pacifist guide.

You can kill Toriel or keep avoiding her attacks and acting if you want to spare her. If you dodge her attacks and don't attack her for long enough, she'll start to miss on purpose then you can kill if you want to.

If you want, you could only kill Papyrus, which would alter Sans' dialogue. You could only kill Flowey, if you did the Pacifist Route, battled Photoshop Flowey, and decided to kill him by selecting the "Fight" option.

That'd be a normal route. If you wanted to do a true pacifist route, you'd let Toriel attack you. She won't kill you, all you have to do is refuse to mercy and refuse to attack her.
