This is usually done for computers at schools or workplaces so their students/employees don't get distracted by entertainment, since they should be focusing on whatever projects or assignments they have. Blocking YouTube is also done by parents who want to childproof their devices so their kids don't find offensive videos (or they can just use YouTube Kids instead) or they may be homeschooling.
