Where is the circle by Disney in device management?

That is only if you have Circle Go installed on your iPhone. If you delete the management profile it will notify the Circle admin, so disabling its ability to reconnect to the VPN is the next best option.

You can use a VPN, connect to a different internet (if the circle is built into the router), or use a website that will let you use a proxy online. You can also use a proxy, but proxies are very slow compared to VPN. If you are going to use a VPN, try ExpressVPN. How would i turn it off on a I-Mac? I have no access to the settings as they have a passcode, circle is build in so switching it off isn't A option.

If you have an Intel iMac (2006-2021), then hold Command+R at startup, which will bring will into recovery mode, where you can either reset the Mac (which will completely erase everything on the iMac, including parental controls), or you can change the admin password. To change the admin password, open terminal, type resetpassword and select the admin account and enter a new password. You will then be able to log in as an admin, where you should be able to uninstall parental controls.
