Could you suggest a drawing tablet for around $37 - $38? I am just starting out drawing characters.

A Star G640 is a good drawing tablet for beginners and it only costs around $40. It works with Windows and Mac. It has a pen and a USB that you have to plug into your computer. A good free drawing software is Fire Alpaca. It is incredibly useful with lots of cool tools.

Why do my digital drawings always come out so different then my paper drawings? They look so strange compared side by side.

It's likely in part due to the fact that digital screens are backlit, while paper is not, so you're just not used to seeing your drawings in a digital format. Digital tools can also look surprisingly different compared to tools you'd use for paper drawings, and it's also common to have some trouble getting used to drawing on a tablet when you've primarily drawn on paper before. Chances are, it's just an adjustment period and you'll get used to it with time and practice.
