Can I find a person on Instagram without having an account?

Yes. But if you're not logged in, you can't search unless you're already on an Instagram page. You can search for a profile within a search engine, and from there you can use the search bar at the top and search for any profile or tag. You can see the posts if they're not private, but can't click them or view comments unless you're logged in.

How can I find someone if I don't know their name, or have any contact info about them?

You don't have to know any personally identifying information. Not everyone on Instagram uses their real name, many go by a pseudonym instead. If you know the person's username on other sites, you can type it in and it might show up if they used the same screen name there as well. If their username is unique enough, you can search it within the tags. If you know any of their friends on Instagram, search their following list for the username. If you can't find them no matter what, they might not have an account on Instagram at all or their account may be private with an unrelated name.
