    You should probably take it to a tailor or try to get a refund, as a new dress should not do that. The only other suggestion would be to somehow embellish to hide the run.

    If it's a large mark, you can use Rit or another cloth-dying product. If it's smaller, buy Sharpie cloth markers in the color you need, but keep in mind that there are some colors that don't really match the Sharpies. I know on jeans or the elbows of jackets, patches and leather cut-outs are currently in style.

    You can stitch the hem back in place, or you could use a piece of web bonding. Fold the fabric so the hem is back in place and put the webbing between the hem and the fabric. Then hold an iron on the section for 10 seconds to melt the webbing.

    Get a thread that matches the color of the lining and turn the garment inside-out. Then, use small stitches to sew the cut shut. That should fix the lining without creating a seam that would be visible from the outside of the dress.
