    Most refrigerators you buy are measured in cubic feet, which refers to the space inside of the appliance.

    From the manufacturer, yes on the radiator (condenser), but not typically the door(s) and handle(s). If you're buying from a 3rd party, they'll have to explain what the measurement is. Most people give the dimension with the door included, not the handle.
