I live in DC and can someone tell me where to go to get cash for my plastic bottles, as I have a lot saved up?
    PVTs

DC does not have a bottle deposit, so you would not be able to get paid for bottles. If you're in the recycling business, you can sell baled bottles by the ton to a business-to-business oriented recycler, such as the businesses that buy them from your trash haulers. They'll expect them to be baled and probably require you to bring them by tons.

I live in Houston, TX––is there a place that I can take my water bottles?

Texas does not have a deposit, so if you have massive quantities of them, you take them to a recycling center that buys plastic for their scrap value by the pound. Likely it is not worth your while, so the best place is the recycling bin at your home.
