How can I decipher/interpret a barcode? Does it give date/country of manufacture?

It is difficult to decipher a barcode by eye, though not impossible. A barcode is just a visual representation of a number, and the number corresponds to a product in someone's database. So no, you can't usually find date/country information just from the barcode, you have to look the barcode up in a database like UPCZilla and see what info there is.
