Select your license and the main menu should appear. Press "License Settings" in the top-right corner and then press "Check Records." It will show on the first page the number of races and battles you have done. Battles only count towards Mii Outfit B, however, so keep that in mind.

You actually need a REAL copy of Super Mario Galaxy. To check how many races, go to the license settings. If your race is below 50, you cant get it.
