When the program is unchecked, it means it's only temporarily blocked. It will unblock after a certain period of time. If you wish to fully block it, remove it from the list.

Why is a program still being blocked after I have allowed it through?

It's possible that it's being blocked in your router/modem. Most modern modems, or modem and router combos, have firewall settings. Google the make and model and you should be able to find a description of how to log in and change the firewall settings. Also, in some very rare cases, ISPs will block certain types of traffic.
