You need to meet their requirements and find them. Katie is by some bushes at the country club in San Fierro, and you need to have high muscle stats. Michelle is in the driving school and requires CJ to be fat/ Helena is on top of the ammunition in Red County and requires you to not have too much muscle or fat/ Barbara is in the parking lot of a police station in Tierra Robada and requires at least 50% fat.
