If the fullscreen app is an UWP app, you can simply exit the fullscreen mode by moving your mouse into the top of the screen and clicking the Exit Full Screen button in between the minimize and close button. If it is a normal app, depending on it, press Esc or F11 to exit fullscreen.

I have a PC tower that I use for music. When playing, the programme stops for a few seconds and then starts again. CPU =4%, system idle=99%. What should I do?

Stop using your computer to play music. Time for you to have an upgrade by getting "a music app" instead and pay a small fee every month without any stopping of your music, unless you push the stop button yourself. And if you want to save data it be best to play music from a Wi-Fi device, than to use network data on your phone. That's what you should do.
