There is a cheat where, underwater, you are permitted to having unlimited money. Search for the "Unlimited Money" cheat, find the area, gather as much cash as you can (as, when you return, you may not be able to access it again) and mark the point as a "Point of Interest." The area where you will be driving is not too deep. However, in the unlikely event of being circled by a shark, you must quickly access your weapons - you will need to choose the knife as it is the only weapon you can use underwater - and press CIRCLE (🔴) to attack. Yet, if you fail to access the money with the time given, you will not likely get the opportunity again.
