    It's not up to you. Only teachers or other people with authority can tell the class what to do. If it bothers you, talk to your teacher. If your teacher can't or won't listen, talk to another teacher, the principal, the school counselor... You can, of course, get a little angry and exasperated and shout out in the middle of class for them to finally be quiet, but it's really not your place to reprimand the other kids.
