    First of all, no. It has a different layout and therefore the properties will be messed up. Secondly, the Landlord's game is essentially the predecessor to Monopoly, so you are not really gaining much. Plus, the boards are hard to find and the ones you can find will be expensive unless you already own one or have copied one. If you want to play retro Monopoly, then track down the original 1935 board.

    Give more money at the start. For example, the normal 1500 would become 3000. If the player(s) have more money at the start, it means they will (almost) always be able to buy properties, allowing for more properties to get brought at the start, which in turn makes it harder to get a monopoly, making it less likely that building will occur. This can prolong the game a lot though. Even 2-player games can go on for hours.

    Add rules that give players more money (such as allowing double-hotels, free parking rules, landing directly on Go, more starting money, etc). Adding in a third dice can make the game longer, as it will be harder to land on high rent properties. Be careful though: a 3-player game can already last a few hours without messing with the rules.
