No you don't, but since you want to win, using the stock pile cards first should be your priority. But the heat of the action could make a player forget the stock pile and thus "accidentally" play another card (from the hand or discard pile) instead of off the stockpile. Players can easily forget that the cards in the hand and the discard piles are simply tools to be used to eliminate the stock pile cards in order to win.
