I am trying to download a diamond rom, but it won't accept it. Is it affected when I use a winrar file?

A winrar file isn't a rom in itself. rather, it's a more complicated folder that compresses the rom and maybe a readme file or some box art all into the same place. To get the rom, you'll have to extract the .nds file out of the winrar. 7-Zip is a good program to use for this - it's free and easy to use, and all you need to do is open up the winrar and find the .nds file, which is your rom. Move or copy that file to a folder you can easily get back to and then load that into UPRandomizer.
