That, or the thermostat may be broken.

    Your best bet would be to pick up a refrigerator thermometer (available in most hardware and department stores). Set your fridge to 5, put the thermometer inside, and check the temp after 24 hours. Set it to a 4 to raise the temperature, set it at a 6 to make it cooler.
