The bumps are called razor burn and it is caused by using a dull razor, not using a lubricant when you shave (conditioner, shaving cream, even water), and/or pushing down too hard while shaving. I recommend moisturizing every time you shave. All you need to do is lightly glide the razor across using very little pressure.
