You mean the hot air balloon that shows up in the rankings for a Striped Candy Contest? If you rank in one of the spots with the hot air balloon then you move to the next level (the next "island" of the contest). You don't have to do anything to use it -- if you rank high enough and get a balloon, the balloon automatically takes you to the next island, and when that contest starts you have to do the same thing all over again (i.e. get as many striped candies as possible to move to the next island).
