Follow the procedure that begins with "back up any data you don't want to lose", followed by "hold the power button in and it will do a reset and an intitial 'BEEP' followed by another 'BEEP BEEP BEEP' 7 [seven] seconds after the 1st [first] 'BEEP' {which is the "Hard/Forced" Reset Beep}. So, in total, your doing to hold the power button about 12[twelve] to 15[fifteen] seconds total. And make sure to have your controller cable, as the PS4 starts into a bios/Op.Sys-upgrade/recovery/safemode and doesn't enable Bluetooth in this mode.

Yes, there are 2 ways. One is to become the primary user and delete the amount through the primary user. Or, option 2 is to access safe mode and reset the PS4. PS4 will return to its factory box content, meaning it's wiped completely clean, deleting all of the accounts and data. And start as if the PS4 was brand new.
