If you're wanting a color that pops, bleach the ends of your hair first. If you're wanting what I call a "fantasy color," like teal or a pink, make sure you got all of the color out of the hair. Once you get most of the pigment out of your hair and get it past a yellow stage, you can essentially apply any fantasy color to it. Leave it on for 30 minutes, then rinse with cool water.

I think that reds, blues, and greens look better on brown hair, but that's just my opinion. I have darkish brown hair, and I have found that it turns out really well when I dye it those colors.

I'd say about an hour. You're not going to dye the hair, just tint it. It'll still look great, but if that's not what you're going for, then I suggest you check out Arctic Fox dyes.

Why doesn't it work on everyone's hair?

I'll bet that you have either thick, curly, or black hair. If your hair is thick and curly, the Jell-O doesn't do as well with that texture. If your hair is black, you might be more successful with brightly colored Jell-O.
