The unflavored flour and high salt content are both safe to eat, just not particularly fun or very tasty and someone biting into it would be likely to spit it out with distaste. Some salt dough recipes add borax to prevent insects from eating the flour and anything made with that mix would not be safe to ingest. Any non-toxic glue and edible glitter would not be harmful. However, the safest thing would be to keep the ornaments out of reach if you're concerned.
