Does this mean that I will not need to add fragrance to the baking soda?

No, baking soda is an odor absorbent. Although adding 5 to10 drops of your favorite essential oil to a bottle of 50% water and 50% of vinegar would make a lovely air freshener/deodorizer in the scent of your choice. But it's a choice, not needed.

Not really. Iems that are meant for human consumption contain too many different chemicals (yes, even Vitamin Water has chemicals in it) to be a good option. Also they are not the same consistency as oils, and full of syrups which attract bugs. There are hundreds of oils to try, have fun!

Why does this recipe call for baking soda, but the picture shows baking powder, which is totally different?

They're not so different. Baking powder is just bicarb mixed with cream of tartar and will probably still have the same effect.

No. Cologne is made from artificial chemicals. You don't actually need to add anything to the baking soda and water mixture because the baking soda neutralizes odors instead of just covering them up with another smell, but if you want to add a nice scent to your air freshener, essential oils are the way to go!
