    Elmer's glue is water soluble so the newspaper will lose its shape if it gets wet. Two layers of newspaper will not have enough strength to hold a shape.

    You can print NASA logos and other decorations to to glue on to the helmet. Look at images online of space helmets so you can get the details right, and ask a parent for help if you're a kid.
