I was thinking a link to the admin notice board could be included in the main page section where you hover on “Explore” and the links below pop up? It probably gets annoying to others who need to get there pronto. To get there, I have to go to the search bar and search the admin notice board, then click on how to use the admin notice board, then blah blah blah. Thanks!

Create a Mylinks sidebar and put the ANB in there:

I do not think that adding the Administrator Notice board in a menu would be that easy. What I would do is create a Mylinks page for yourself
and add the link to the Administrator Notice Board to it.
