I would assume this is the IP of the username? If so, it should not be welcoming the IP, only the user.

What probably happened here is the anon started the article. After publishing the article, they are shown a dialog that offers them the chance to register and have the article credited to their new account. They probably decided to, but by that point the welcome template had already been sent, since it happens immediately after the edit is made. The author did end up getting welcomed though, once they registered: http://www.wikihow.com/User_talk:FIREFLY17480 Thanks for noticing this SudoKing, I’ve filed a bug report to get it fixed.
