“What Links Here” doesn’t work for image pages. If you fill in, say “Image:Reusable wipes Intro.jpg” on http://www.wikihow.com/Special:Whatlinkshere it shows no pages as linking there (it’s linked to by [[Make Reusable Wipes]]). The “What links here” link on the image page itself goes to http://www.wikihow.com/Special:Whatlinkshere/Image:Reusable-wipes-Intro.jpg which is a sexeh 404. “What Links Here” works as expected on other mediawiki sites.
