It’s a symbol that wikiHow doesn’t support. This can happen if the text if copied from a Microsoft Word document, which has symbols not supported by wikiHow. You’ll want to remove any instances of it, as it has no use in articles.
It is also good to be aware that the � symbol replaces something that was intended to be there and, if you can figure out what that was supposed to be and put it back, so much the better.
It might be emojis from a mobile device. I’ve seen those symbols on other sites before, and if I visit from a mobile device, I can see that they are emojis.

It comes from using Word documents and straight copy & paste onto wikiHow. I personally use Wikipedia or something else that I can copy and paste letters with accents to replace these symbols.
