    If I put the tires on the plywood, and some blankets and the tarp, wouldn't it fall through the tire holes?

    Yes. Use mattresses, then put a thin piece of wood over the mattresses. Layer some softer materials such as blankets. You can also box in the mattresses with wood all the way around, and just drill them together.
