In general, you'll have a lot of difficulty safely anchoring a swing set in rocks. Your best bet is to move the swing set so that it's positioned over soil instead. You can then use concrete or ground anchoring to anchor the swing set there.

What's the best way to remove metal that's anchored in concrete?

This is exceedingly hard to do without damaging the concrete around the anchor. If you've poured in a small amount of concrete to anchor a swing set, your best bet may be to remove the entire concrete slab from the ground, then use a hammer to chip away the concrete surrounding the anchor.
