Shouldn't this be called Kirigami and not Origami?

Kirigami is origami, except you are cutting the paper at one point. Origami is just folding.

If we're not supposed to use glue or scissors, why are the instructions telling me to do so?

Even though this involves folding paper, it is not origami. Origami only utilizes folding paper. It should be called kirigami or "paper crafting," instead.
