It is better to draw onto something else and transfer because then you can get the right shape and size for both eyes and shouldn't have to worry about eyes that aren't symmetrical or the wrong size, plus if you go wrong it's easier to start again on the card (or whatever you're drawing on) than on the actual costume piece.
