In Cookie Clicker, you need milk to buy Kitten Upgrades, which upgrade your CpS. In order to get milk, you'll need to follow the steps below and collect 25 achievements in total.

    Get the "What's in a name" achievement. To do this, click your bakery's name just above your cookie count. Then, enter any name you'd like in the box. Once the achievement shows, you can move on to the next achievement.

    Get the "Tabloid addiction" achievement. To do this, you need to click the news panel 50 times. It's to the right of the "Options" and "Stats" buttons, and when you click it, it will show a different news tick.

    Get the "Here you go" achievement. This achievement is very easy. All you need to do is click the achievement slot to the left of "Tabloid addiction!"

    Get the "Tiny cookie" achievement. This achievement is also simple. Click the "Stats" button below "Options" and click the tiny cookie icon next to "Cookies baked (all time):." If it doesn't work, try the other 2 tiny cookies.

    Get the "Wake and bake" achievement. This is incredibly easy because all you need to do is click the cookie once.

    Get the "Click" and "Double-click" achievements. To do this, click the cookie 32 more times until you have 33 cookies. Then, buy 2 Cursors, which can be found at the very right of the screen.

    Get the "Casual Baking" achievement. To do this, click a bit more until you can buy 8 more Cursors. When you have 10 cursors, you'll get the achievement.

    Get the "Grandma's cookies" achievement. Click or wait until you have 100 cookies, then buy a grandma.

    Get the "Just wrong" achievement. To do this, you'll need to sell your grandma by clicking the "Sell" option under the "Upgrades" menu, then clicking a grandma. You can buy a grandma again after this.

    Get the "Cookie-dunker" achievement. For this achievement, you'll need to pull your browser window up until it is a long rectangle, and it looks like the cookie is dipped in the Plain milk. Then, hold it for 1 second. When you see the achievement pop up, extend the window again.

    Get other simple achievements. To get Chocolate milk, you'll need 14 more achievements, or 25 total. This can be achieved in under an hour by clicking a lot and buying CpS upgrades. Some other easy achievements are:

    • "Making some dough": Bake 1,000 cookies in one ascension.
    • "Hardcore baking": Bake 10 cookies per second.
    • "Steady tasty stream": Bake 100 cookies per second.
    • "Clicktastic": Bake 1,000 cookies from clicking.
    • "My first farm": Have 1 farm.
    • "Golden cookie": Click a golden cookie.
    • Note that Shadow Achievements do not grant milk.

    Buy the "Kitten helpers" and "Kitten workers" upgrades after you get Chocolate milk to boost your CpS. It will take a while to get the cookies to buy these, but it's worth it! This is the only use for milk besides appearance and the "Cookie-dunker" achievement.

    If you're trying to get True Neverclick, you want to wait for a golden cookie to spawn with the "Lucky!" effect to get cookies for a cursor, until you can get a grandma, so on, so forth.

    Unfortunately, no. However, 17 easy achievements will get you close to chocolate milk. On my current run I have 24 out of 25 needed achievements to get chocolate milk.
