The answer is yes, though you have to go through Apple Cash to get started. Thankfully, you can still send money via Apple Pay even if you don't have an Apple Cash balance. Using the Messages App

  1. You can use a pre-existing Messages conversation if you have one started, or you can start a new conversation by tapping the new conversation button in the upper right-hand corner. [1]
    • Note that you must be sending money to someone in the U.S. who also has an Apple device on the latest version of iOS.
  2. Tap the Apple Cash button. It's a black pill-shaped icon that has the Apple icon and the word "cash" in white writing.
    • If you don't see the Apple Cash button, tap the blue button with an "A" next to your message box. This will open up the app drawer.
  3. You can use the plus and minus buttons to increase the amount, or you can tap Show Keypad to type in the amount manually.
  4. Your payment will appear in the message area.
  5. You will have to confirm the payment with Face ID, Touch ID, or your passcode.
