The title may seem ironic, but that is precisely what happened when smartphones view the live photos on wikiHow (both mobile site and desktop site). That is, the live pictures are frozen when viewed at a smartphone. (I am speaking of the smartphones only; the PCs do not have any problems.) A good example article will be Make Glue
. The live pictures in it is correctly working when using a computer, but it did not work whatsoever at all at a phone. There are many example articles of this kind, but I will not type them here.

Hmm, I’m not able to reproduce the same issue. The images work as expected for me on Google Chrome on iOS 11.2.1 on my iPhone. You may want to share your browser and phone details to help troubleshoot further.
That’s odd, they worked fine on my Moto G5 (Android 7.0) running Chrome version 63.0.3239.111. Like Eric said, it might help to provide your browser and phone OS and all that in order for this to be troubleshooted further.
I looked at the article and the pictures doesn’t move on my iPad 2 running iOS 8.4. It is probably just because it is an older device. Do you have an older device like me too? I won’t be surprised if you do, @Kindnesschen
.
Everything functions as expected on my iPad which is running 11.0.1 (15A402 - if this helps).
Its working on my tab. (Its Android, not sure what type) On the Chrome app.
I’m Android on Chrome too and it’s fine.
I have a Huawei phone that does not work. I tried my iPhone, and before it was updated, some of the pictures work while some did not work. Later, I updated my iPhone to iOS 11. This time, it does not work, too! *confused*
