Catching an Orca in Fisch is challenging becauce they're an exotic species, but it can be done during a migration event! Orca Migrations in Fisch last about 15 minutes, and they occur 1 hour after the server starts and once an hour afterwards. Check the south side of the map behind Moosewood to locate the area.
Equip one of your rods with high resilience, such as the Abyssal Specter Rod or Rod of the Forgotten Fang, so you have a better chance of catching the Orca. If you don't have a good rod, then upgrade an older rod with Enchant Relics, like Steady or Blessed Song, from Merlin.
Keep a lot of Shark Head bait in your inventory since they can boost your chances at a successful catch, and use the Fish Radar to find the perfect place to cast.
