Why can't I join a friend's world when he can join mine?

This is probably because your friend's network has a firewall that's blocking Minecraft PE from letting anyone to access the world (which the firewall reads as your network); however, when you let a player join, the firewall doesn't do anything as your friend has accessed another network and not his/her own. The firewall could be because of an application in the device or a security measure on a network itself.

There are three ways to make a server. You can search for a server hosting website, but they'll probably ask you to pay for it. On the other hand, you can make one for free with the official application provided by Mojang (which can be downloaded from Minecraft's website), but you will have to port forward it if you want it to be global. You can use Hamachi for doing so, but you're going to have to invite people to see that Hamachi page. (You can view some tutorials on YouTube for further details.) The third way is the easiest, which is starting a LAN world, but you can only do that to play with your friends.

If you mean on phone or tablet, you must all have WiFi and be close to each other. Then, whomever is hosting will open their world and the other or others will click play and hopefully the hosts gamertag will pop up. Then you must press that and it'll work. If you mean on the PC, then the host must click Option and Open to Lan' and some numbers will pop up.The other player (or players) will click multiplayer, then directly connect and type the numbers in. Done!
