    That may be referring to a little sliding switch that is actually on the SD card itself. Look carefully on the card for it. It slides from a locked to an unlocked position.

    The SD card is probably too big for the camera, try to use a smaller SD card and see if that fixes the problem. If it doesn't, then your camera might be broken.

Try to find out the reason why it will not format; like if the SD's-lock switch (located top-left on a regular sized SD / micro-SD Adapter -cards) is positioned down |=Lock| just snap it back up |^=Unlock| to make sure that isn't blocking your format. B.) See that you have the OS' permissions right to Read/Write the SD-card device, you might need be the Root User/Administrator in a particular case when a card's been formatted with strict permissions i.e. only a certain Group/User is allowed to access it. C.) Make sure that the SD card in general can be formatted to the filesystem(s) you've tried before.
