    Who is the one with the problem when the sender of a fax cannot send it to the receiver?

    Have the sender send to someone else. If they can, it is likely the receiver. Have someone else send a fax to the receiver; if they receive it, it is likely the sender. Also, make certain the receiver is set to the correct receive mode. For testing, always use "FAX only" mode.
