I was given a 22 pistol about ten years ago. The owner died right after. I am wondering if I can still become owner and get it registered.

The owner was supposed to switch the registration to you before he died. Since he didn’t get you on the firearm registration you most likely won’t be able to. (Depending on where you’re located though.)
