    These types of ads are called push notifications. Double check that you have turned these off, and that you've disabled push notifications on all sites that are giving you these notifications. However, if this doesn't solve the problem, this may be related to an adware problem. Run a virus scan and see if it finds anything, then remove the malicious program if it exists.
