Why is my PC shutting down when I try to restart it?

It may be that your Power Plan settings are set to restart the computer when the power button is pushed. (Not common, but possible.) Try going to the Start Menu, into Power, and then Shut Down. If you're running Windows 8-10, hold the shift key when you do.

My screen is turning off, not the PC, why is that, when I shutdown?

What is there to see when you are putting away your files and going to sleep? The computer is shutting down one thing at a time, so that takes time too. Mine does the same thing as yours too - the screen shuts down but the lights in the hard drive are still active by flickering because it is preparing itself for the next boot up later. No computer likes to have its files out in the open while being in the off - state. So, it's putting away those open files by daily/evening routines.
