No, as a glowstick is made of a plastic casing containing chemical 1 and a glass ampoule containing chemical 2. Once you cut open the plastic container, 1 chemical will leak out and this one won't react until it comes in contact with chemical 2. And even if you wanted to make a glowing necklace out of the stuff made for a glowstick, it wont last all that long.
