Sure, you can! A lot of people don't know that, but balloons and beach balls won't pop if you use a low setting heat gun. The downside of this is that you won't be able to use the balls again, as you probably won't manage to remove the glue.

What latex-based adhesive is best to use? I'm having a hard time finding one.

Try a tube of Loctite Flexible Adhesive. Don't gob it on, or it will eat through the beach ball. It's very tacky, so spread it out where things meet in a smooth layer (I used my finger, which worked great). It dries in 30 minutes, which is awesome - other cements take much longer. I did sections at a time, giving each the 30 minutes to set.
