Every elevator is programmed differently. Perhaps that is the middle floor of your building, giving it the smallest amount of reaction time to go to any floor. Perhaps that floor is the zero position of the engine controlling it, or it's the floor where most people get on and off.

How can I send an elevator down to the lobby and open the door?

Press the door open, select the lobby floor and then get out. If you are worried about getting out, press the second door open button with 2 lines instead of one . It makes doors stay open longer for you to exit.
