It depends on the set of rules. In most cases, strength of cards goes 2 < 3 pairs < 4 of a kind < 4 pairs. But that is under the case of bombs only working on 2's and nothing else.

No. Runs, double and triples require a run, double or triple whose last digit is higher than the previous. I.e If I played 2 of diamonds and clubs, someone can play 2 of spades and hearts, since 2 of hearts is larger than 2 of diamonds and clubs, despite 2 of spades being smaller than both. Triples can only be beaten by a triple of a higher "card rank" in the rule sheet. Runs can be countered by a run of the same number of cards but with the last digit higher than the last digit of the run played before.
