    Check the profile picture of the person you unblocked. If it has no profile or does not match the recipient's profile picture, it is still blocked. You need the blocked person to send a message to you and you send a message to them.

    Blocked numbers are usually stored on your Google account and therefore synched across devices. As long as the two devices have the same Google account, the blocked numbers will be the same. If the devices have different Google accounts, the number blocked on the old device should not affect the new one.

    Check your Do Not Disturb settings, clear the phone app cache, and make sure call forwarding isn't on. Restarting your phone might also help. If the problem continues, contact your carrier.
