This article gives you a simple guide on how to get the Pokémon Beldum on Pokémon Emerald. It is also the same in Ruby and Sapphire. It's very easy and Beldum is extremely valuable as it evolves into Metagross.

Go inside and there is a Poke Ball which contains Beldum and there is a letter saying that Steven is going out to find himself, which coincidentally is at Meteor Falls to battle, Steven specialises in steel type, he also has a Metagross, how ironic! That is how you get a Beldum on Emerald, Ruby and Sapphire.

You can receive a Beldum from Steven Stone's house after you beat the Elite Four and the Champion. After that, you can breed the Beldum / Metang / Metagross with Ditto to receive more Beldum.

If I have two Game Boys, and two Emerald, Sapphire or Ruby Pokémon games, as well as two Game Link Cables, can I beat one game and trade the Beldum to the other one, so it can help me out later?

Yes, but traded Pokemon need badges to obey. After getting each badge the gym leader will say up to what level trades will obey.
